Doing Business 2009 is the sixth in a series of annual reports comparing business regulations in 181 countries. The report measures regulations affecting 10 areas of everyday business: starting a business, enforcing contracts, employing workers, getting credit, closing a business, registering property, protecting investors, dealing with construction permits, paying taxes and trading across borders. The report updates all sets of indicators, ranks economies on their overall ease of doing business and analyses reforms to business regulation – identifying which countries are improving the most. The indicators are used to analyse economic outcomes and identify what reforms have worked, where and why. The report also focuses on how complex business regulations can impact on business growth and job creation.
